The Water
Quality Control Council was formed in 1967 by the Arizona state legislature
(ARS 36-1853) to meet the requirements of the federal water pollution control
act. The founding legislation clearly designated the 13-person membership
of the Council to represent a broad spectrum of Arizona’s political
and industrial stake-holders. The administrative core of the Council
consisted of five representatives from state government, including staff
of the Department of Health Services and 4 other natural resources oriented
agencies. The requirement of a member from the University of Arizona
agricultural college guaranteed academic expertise on the Council. Rounding
out the membership were seven “citizen” representatives appointed
by the Governor. These members comprised a combination of individuals
from around the state representing the needs of Arizona’s primary resource-based
industries: irrigated agriculture, livestock, mining, lumber, and utilities. The
Governor also provided a member to represent Arizona’s municipalities.
The Council’s primary task from inception consisted of the creation
of water quality standards, as well as the administration and enforcement
of such standards into the future. They eventually developed standards,
rules, and regulations governing the use of water in industry, agriculture,
and civil uses for drinking water. In their work, the Council held
many public meetings and hearings and interacted with public health officials
and citizens all over the state. They effectively advised and supported
the growth and development of the water quality office of the Department
of Health Services’ Environmental Health branch, which in 1987 would
become a part of the newly-formed Department of Environmental Quality (DEQ). The
Arizona Environmental Quality Act of 1986 effectively transferred the authority
and responsibility of the Council to the new DEQ. The Council held
its final meeting on July 9, 1986. Throughout its tenure of almost
two decades during the height of environmental reform in the United States
and Arizona, the Council played a primary roll in leading the establishment
of an environmental health infrastructure for the people of Arizona.
The Water
Quality Advisory Council formed as a component of the Arizona Environmental
Quality Act of 1986 and began meeting in December of that year. According
to the legislation, the Council’s role was to advise the Director of
the DEQ in three areas: 1) classification and reclassification of aquifers,
2) water quality standards, and 3) technology based discharge limitations. The
membership consisted of seven representatives appointed by the Governor from
various areas of the business and public sector delineated as follows: one
member each from mining, industry, agriculture, municipalities, and the public
health profession. The Governor also selected a member of the general
public to serve on the Council. The agency director of the Department
of Water Resources, or a designated staff person, added government perspective
and expertise to the Council. Members served a six-year term of office.
This collection largely consists of meeting related materials such as minutes,
agendas, and voluminous handouts. A good amount of memoranda and correspondence
are distributed throughout the collection as well. In a few of the
binders, meeting notes may also be found.
